Because this material has no stretching it I would definitely size up. I usually wear a size medium. I had to buy an extra large fit great especially if you have thick thighs..

XS fits comfortably, W is 26”, little tighter after wash but still stretchy. Hits at bellybutton goes little higher than mid-thigh. Cute shorts to toss on and not think about!
